OFFICIAL CALL: Mass Meeting

Rappahannock County Republican Party

Tuesday, March 18, 2008 at 7:30 p.m.

As Vice Chairman of the Rappahannock County Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Demaris H. Miller, do hereby issue this Call for a Mass Meeting to be held at the Rappahannock County Court House in Washington, Virginia, starting at 7:30 p.m. local time on Tuesday, March 18, 2008 for the following purpose:

To elect a Unit Chairman, Vice-Chairman, Secretary and Treasurer, at-large members and any other officers voted upon by the Mass Meeting, all to serve for a term of office of two years and until their successors have been elected and qualified, and to transact any other business which may properly come before the mass meeting.

The election of delegates and alternates casting 7 delegate votes to represent Rappahannock County at the Seventh Congressional District Convention to be held on Saturday, May 3, 2008, at the Pocahontas Middle School, 12000 Three Chopt Rd. Henrico County, VA, or an alternate site if necessary, beginning at 10:00 AM, with registration at 9:00 AM. The purposes of the Convention are: to elect a Republican Congressional District Chairman; to elect three representatives to the State Central Committee; to elect three delegates and three alternates to the 2008 Republican National Convention to be held at the Xcel Energy Center, Minneapolis-St. Paul, Minnesota, or an alternate site if necessary, beginning on September 1, 2008; to nominate one Elector from the 7th Congressional District of Virginia to the 2008 Electoral College; and for the transaction of any other business that may properly come before the Convention. The purpose of the National Convention is to nominate candidates for President and Vice President of the United States of America. Each person elected as a delegate or alternate to the 7th District Convention will be asked to pay a voluntary $25.00 fee. This fee will be paid to the unit represented and the unit will forward it to the 7th District Convention.

The election of delegates and alternates casting 7 delegate votes to represent Rappahannock County at the state convention of the Republican Party of Virginia to be held at the greater Richmond Convention Center, 403 North Third Street, Richmond, Virginia, or its alternate site, starting at 2:00 p.m. local time on Friday, May 30, 2008 for the following purposes: 1) Nominating a candidate for U.S. Senate to be elected November 4, 2008; 2) electing 27 delegates and 27 alternate delegates at large to the 2008 Republican National Convention to be held at the Xcel Energy Center, Minneapolis-St.Paul, Minnesota, or its alternate site, beginning on September 1, 2008, for the purpose of nominating a candidate for President and Vice President; 3) nominating two (2) Electors at Large to be voted for in the presidential election on November 4, 2008; 3) electing a State Chairman; 4) nominating a National Committeeman and National Committeewoman; and for the transaction of such other business as may properly come before the convention. A voluntary, non-refundable $35.00 registration fee is requested form each delegate or alternate to the State Convention and must be submitted by the end of the mass meeting. The election of delegates and alternates shall be closed at the end of the mass meeting.

Qualifications for Participation in Mass Meeting and/or Conventions

All legal and qualified voters of Rappahannock County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. The chair shall appoint all mass meeting committees.
